HORN WILL NOT WORK, HOWEVER WHEN THE CAR IS IN GEAR AND GOING DOWN THE ROAD WHEN YOU HIT THE HORN THE SEAT BELT LIGHT COMES ON. ALSO THE CLOCK ON THE RADIO WILL NEVER GO OFF EVEN WHEN THE CAR IS OFF AND KEYS ARE OUT. WHAT CAN I LOOK FOR OR WHAT WILL IT COST TO FIX?

this is a odd one but i have a few suggestions. sounds like something is backfeeding the electrical system and by your description i would assume you are going to have a blown fuse at the under hood fuse panel or a corroded fuse block under the hood. check it out and get back to us.
