1996 Chevy Lumina High pressure sensor

On the high side of a/c thier is a high pressure sensor and I have 2 fans/ I know that one fan stays on all the time for AC and my other fan kicks on around 260 lbs of pressure which than will take the pressure back down. Is this how the AC system works ??
