1996 Chevy Lumina anti-theft system

What can I do to reset the anti-theft system, I replaced the engine, along with the steering column, now the starter will not crank over when I attempt to start it with the key, I believe it has to be the anti-theft feature causing the problem.

TO the best of my knowledge, there is a sensor in the steering column that determines if the correct key is being used then sends a signal to the computer. If they don't recognize each other, it won't work. A dealer is the only one to the best of my knowledge that has the proper test equipment to check and determine if that is the problem.
