1996 Chevy Lumina AC Fan not coming on

I have a 96 chevy lumina 3.1 v6 with 187,000 miles. My AC was working awsome and then quit. I have refilled the freon and it is still not cooling. I also noticed that the AC fan is not turning on when I turn on the AC. I have replaced the fan motor and the relays and it still wont turn on. Any idea? Would the fan going out cause my ac not to work anymore? Thanks!

Recheck the fuses also consider checking
Blower motor control module located behind right side of dash, under right side of Plenum

Where would that be located? What is the Plenum? Sorry new to cars and don't know everything yet.

Lets do this
turn ignition key on
place the fan switch on high
unplug the blower motor connector and check for battery volts
one wire should have battery volts and the other should have ground
let me known what is missing
