1996 Chevy Lumina 6 cyl Front Wheel Drive Automatic

my friends 96 lumina starts but you have to turn the key on and off a couple times before it starts then runs fine what is the fuel pressure suposed to be could it be the regulater and you cant hear the fuel pump runnig but it works cause he drives it every day
