1995 Chevy Lumina turn signal

okay my question is

when you turn on the headlights the right turn signal light stays on but it wont blink at all. also when the headlights are off the turn signal works just fine. I just replaced the turn signal swith but that didn't do the job so what would cause that to happen ?

check the bulbs and bulb socket
make sure you have the correct bulbs in the right place
check ground wire at the sockets
