1995 Chevy Lumina 6 cyl Two Wheel Drive Automatic

My streering is really hard at times to turn right or left. I checked my power sterring fluid and it's fine. What could be causing this problem?

Hi:
chances are the rack and pinion is going bad. there are bushing in them that wear and it to become very hard to turn.
