1995 Chevy Lumina Two Wheel Drive Automatic 145000 miles

i'm a former gm tech, the vehicle is 3.8 LUMINA APV, runs good at idle bogs on take off then surges like a rocket believe its pump or regulator but no tools left to check - suggestions?
