1992 Chevy Lumina not 100% if it is transmission problem

so my engine was rebuilt 10000 ago and there is two problems one it will turn over it has fuel, air, ignition i have to hold down the peddle to get it to start another thing is lately and intermitanly the car getting of the highway doesn't want to shift down and it stalls

i would put a new temp sensor on for the hard starting. the trans is torque lockout switch inside the trans
