1992 Chevy Lumina Idle Problems

Last week my car started to idle roughly. It would go from 2.5k rpms back down to 1k rpms. It gave a code 35 on the check engine, which means: Idle Air Control Problem. Well, I took out my Idle Air Control valve and cleaned all the carbon off of it and put it back in. The car ran fine for a couple mins. So I purchased a new IAC and put that in. Car ran perfect for one day at a steady idle of 700rpm in park. Now the problem is back. Check Engine light comes on with the same code 35. Can this be electrical related maybe a fault Electronic Control Module? Or is there a vacuum leak somewhere and the new IAC was compensating for it? I also noticed that the IAC is extremely hot to the touch when the car is running, is that normal? Please Help me, or give suggestions. thank you.

Check for vacuum leak -no leaks recheck the IACV could be dragging in its bore due to foreign material
