What are the differences and signs between needing an allignment or wheel balance or new tires.

Mis-alignment of the wheels will not cause a vibration. If the tires pass visual inspection, try balancing them. If problem does not go away replace the tires with Michelin, Goodyear, Bridgestone, all premium product.
