2005 Chevy Impala Speedometer malfunctioning

More and more frenquently it is getting stuck and not working. If I keep shutting off the engine and restarting it, the speedometer eventually will reset to "0" MPH and then start working. What could be the cause of this malfunction? Thank you.

usually its a IP cluster problem. it will need to be replaced
