2003 Chevy Impala Brakes remain engaged

I have a Chevy impala. During cod days, 50 Deg F or below, when I depress the brake pedel the brakes remain lightely engaged. I have to pull up the pedel with my foot to ensure it's not engaged.
Fluid level is normal, and brake pads have been replaced and rotors machined little over a year ago. Is this a master cylinder issue?

it could be, make sure there is nothing binding the pedal, such as the brake switch. aslo see if the push rod is binding also
