2002 Impala wiper blades

The driver's side wiper on my Impala will not run when turned on - it's entirely possible it was frozen to the windshield - any suggestions?

yes it may have been , place both wipers in the park position and check the wiper arm bolt to see if it is tight if not tighten it and recheck , gm safeguard ,

Thanks for your help - I have tightened the bolt & it's working better, but now the driver's side wiper goes off the side of the windshield - like it's set up too high. Can I fix that?
