Engine Mechanical problem
2002 Chevy Impala 6 cyl Two Wheel Drive Automatic

Wipers are not moving. I took off the blades and can see the motor is working, but it does park in the up position when turned off. I replaced the wiper arms, but when I placed them on they still did not move.
What is my next step and what do I need to replace.
