MY WINDSHIELD WIPERS STAY IN THE UPRIGHT POSITION WHEN NOT IN USE. THEY STILL WORK THOUGH. I HAVE ALREADY REPLACED THE MOTOR AND IT HASNT RESOLVED THE PROBLEM.

If the wiper motor is not clocked correctly this issue can occur. I would pull both wiper arm and operate wipers. Put them in the park position mark them then operate. Make sure they are turning the correct direction then install wiper arms in park position.
