2002 Chevy Impala Problem Low Beams Not Turning On

Low beam lights will not turn on until the car is warm.
This happens when the car is cold or its very wet.
The light sensor not turning light on at night until car is warm.
When its warm the car operates normally.
The lens looks cloudy inside. In the past clicked on the high beam to to reset low beam light. Is it a switch problem or sensor? The problem is getting worse.

it could be a switch problem or even a body control module problem. have the BCM scanned for trouble codes and let me know what you find out
