2002 Chevy Impala Low beam lights

Low beam lights will not turn on until the car is warm.
This happens when the car is cold or its very wet.
The light sensor not turning light on at night until car is warm.
When its warm the car operates normally.
The lens looks cloudy inside. In the past clicked on the high beam to to reset low beam light. Is it a switch problem or sensor? The problem is getting worse.

Hi
Need for you to check out a ground connection. Open hood see junction box on right side as you face engine. Look for small black wire comming from bottom of box over to the radiator support. See if it is clean and tight.
