After my vehicle runs for approximately 15 minutes I start to hear a fast ticking sound in the dashboard over by the glove box and all of the interior and exterior lights start to flash quickly. When I pull the light switch out ( I normally use the auto feature) the headlights will stop flashing on the outside but all of the interior lights continue to flash including the dashboard lights. Even after I turn the car off...the ticking sound and lights continue to flash. Any advice on this issue?

have your body control module scanned for trouble codes. sounds like you need a new BCM.
