when driving, idling, accelerating the car seems to stutter. I'd guess mis-firing, but the plugs and wires have been changed. I have also done the fuel filter. The exhaust smells rich of gas and gas mileage has become horrible, what could be causing the issue?

sounds like you have spark grounding out somewhere. You should re-check your plugs and wires. Make sure you don't have a corroded coil tower. You might also have a fuel pressure regulator leaking into the vacuum hose.
