2000 Chevy Impala which one?

I have a 2000 Imapla and im confused on whether I need a rack amd pinion or a power steering pump. The car is hard to turn while sitting still or driving slow. I checked the power steering fluid level and its full.

Check the pump for pressure
I would suspect pump as if its the rack steering will be lose and locks its like on off

need manual CHECK IT @
