Fuel pressure regulator?

A few questions: While holding the throttle down about halfway, should I be getting a consistent "pulsing" revving of the engine? Might that indicate a faulty fuel pressure regulator? Where is it located on this vehicle (it has the 3.4 v6)? Finally, how difficult to replace if needed? Thanks for any assistance...
