When I pull on the turn signal lever to engage the bright lights my brights come on but will not stay on. It does not matter how hard you pull the lever for the brights, they seem not to click and stay ingaged. The lever is also for the cruise control and the wiper function and they operate properly. Does this meen I need to replace the turn signale lever assembly or is there a hidden relay I can replace?

If it's not a switch that you have to push to the forward position, then the switch needs replaced.
