All the air flow from the A/C or heater comes out through the floor vents regardless of the setting on the dash. The selector feels like it is working correctly but does not change th edirection of the air flow.

The air flow direction is actuated by vacuum from the engine. It opens and closes vent doors in the hvac system. Check for vacuum leaks under the dash and from the vacuum supply from the engine through the dashboard. My guess is you will find one. If not, have the switch itself checked.
