1996 Chevy Impala Fuel pump

I am not getting power to the pump. I have replaced the pump, the fuel relay and fuse and with the tank off the pump does not work. The fuel sender works and the pump is new, actually two new pumps have not worked, again I think it is no power. All other electrics appear to be working.

You only get power to the gray wire for 2 secs before the relay de-energizes-check the relay ground on front of left cylinder head
