My 1995 Chevy Impala Won't Start And When It Does It Doesn't Stay Started, Also My Turn Signal Lamps Stay On All The Time And Won't Go Out Even When I Cut All The Lights Off. Also My Locks Go Crazy Making A Flicking Noise Coming From All Doors. Then When I Turn The Key Off It Locks Them And Keeps Them Locked. Also When The Key Is Turned To The On Position I Hear Something Fissing. Then When I Apply The Brakes The Fissing Gets Louder.

The hissing sounds like the brake booster may be leaking. The rest of it could be a problem with a bad battery or connection.Sounds like low system voltage is causing the BCM to do those things. Does it only do these things if the car is running?
