1964 Chevy Impala Front brake shoes

The brake shoes were mixed up on this car. Both small shoes were on one side and both large shoes were on the other side. Does the large shoe go to the front or rear of the wheel? What would make the brakes grab and turn the steering wheel to the left? Thank you.

Secondary(large) goes towards the rear, smal(primary) to the front, yes if they are mixed up you get grabbing, and other problems.
