You should have a "Worm Drive" steering gear. (Unless this is a custom with rack and pinion)
The steering shafts first is hooked to a universal joint, then to an intermediate shaft. That shaft feeds into the steering box. Then the output arm of the steering box (Pitman arm) is connected to an idler arm via a link. And finally, that link is connected to your tie rods and ball joints.
That is your complete steering system. If your wheel turns but the tires don't, then have someone turn the steering wheel while you look under hood. If the shaft that comes out of the steering column turns, but the pitman arm that comes out of the steering box doesn't, then you'll know that it is stripped on the inside.
If the shaft that exits your steering wheel doesn't turn, then the splines that connect it to the universal joint have stripped. (Highly unlikely)
