2006 Chevy Express Van wont crank

2006 CHEVROLET EXPRESS
80,000 MILES • V8 • 2WD • AUTOMATIC

The battery is fully charged, neutral safety switch replaced, gas in the tank and it still wont crank. Checked all possible fuses and they all appear to be good. Ideas?

Remove steering cover to access to the wiring harness and use a test light or volt meter check red/black wires for battery positive

also the steering wheel wont lock
