2002 Chevy Express V8 Two Wheel Drive Automatic

Day time I have brakes litghts all three and litghts dim when nitght come I put the head litghts on the brake litghts don't work only the top strip works and still all dim like pulseing my volt meter at the desh is bouncing left to ritght thanks

Have you checked for bad grounds? Also, have you checked the brake light switch on the top of the brake pedal?
