2000 Chevy Express not shifting into 4th

Transmission problem
2000 Chevy Express V8 Two Wheel Drive Automatic

I had my Transmission Pan Filter and fluid chaned but have no 4th gear(overdive)

Trans has self diagnostic have a scan done of PCM matbe a faulty shift solenoid or speed sensor.
