2000 Chevy Express Air Conditioner/Heater Output

The output of the fan severely diminishes out my dash vents whenever the engine is put under a strain such as driving up a hill. It effects the air conditioner and the heater. It's like the air has been redirected somewhere else. I have recharged the refrigerate and the air is cool as long as I am traveling level or down a hill. How do I correct this problem??
