1999 Chevy Express windshield wipers

On 1999 Chevy express van the wipers stopped working on everthing except high speed. The washers will work on high as well. The fuses are ok and there is no circuit breaker. Is this a switch problem or a control module or motor problem?

Use a voltmeter and turn the wiper to low or mid setting, check for voltage at the moter connector, if it has voltage, replace motor, if not more testing of multifunction switch is needed, or a roll of the dice!
