1999 Chevy Express help

1999 CHEVROLET EXPRESS

The engine is idoling really high all the time. I changed the pvc valve but no luck. It also idols down when i pull the oil cap off like it is sucking for air. if you could help find the problem that would be great.

scan for codes
check for vacuum leaks
check intake manifold gasket
