Engine does not start with every attempt. Battery has 12.3 volts. Alternator puts out 14.4 volts. Lights, radio, etc all work fine. Turn the key and the dash lights come on then a locking noise occurs. Sometimes the engine starts and sometimes it doesn't. I have a starter on order from a local dealer. Do you think this is the problem?

You will need to check for power to the starter solenoid when you are in crank mode. It could be a bad relay.
