2003 Chevy Corvette High Pitched Noise

I have a 2003 Corvette with 25,000 miles on it. I'm starting to have some hesitation at ignition. It will crank, but doesn't "catch" as quick as it used too. Sometimes the DIC will flash "Charge system fault". The message does not remain. It disappears immediately from the DIC. I'm also hearing a high pitched humming noise in the cabin. Sounds like it is coming from the rear of the vehicle. It only makes the noise with the engine running. It won't do it with just the key in the accessories position. Radio is off, A/C is off. The noise will change pitch if you roll up/down the power window. Headlights will dim if you roll up/down the power windows. The noise is not always evident at start up. After about 10 minutes, it begins. Shop originally identified the alternator as the source of the noise, and did an injector flush to cure the ignition problem, but all of the problems recurred. Battery is fine. Now they think the noise is from the fuel pump. They claim they have to drop the transmission to replace the fuel pump (a 12-hour job). Hard to believe it would be that inaccessible. What are your thoughts on the noise and the ignition hesitation? Are they related or two separate issues?

First, make sure it's not the AIR pump inside the left front fenderwell.
