2003 Chevy Corvette headlight

My passenger headlight will not come up. I took my car to the chevy dealer and they said it is the headlight control actuator module (gm 16523917). Do you think this could be causing the problem? Do you know how to replace it? Do you think it could be anything else. My only thoughts is if it was the control module, why would only one headlight come up. I would think both headlights would stay down.

the BCM controls both but each headlight has 2 seperate circuits that pass from the HLCM throught the BCM to each headlight,there controled seperatly.
