How can I get the fuel filter off? Is there a special tool or are there something I need to remove to be able to get to it easier?

The lower connection needs a special tool, and there is also a tool to aid in the top connections. I used a pick to pull out the locking tab on the female side and then sqeeze in the the tabs that hold the lines over the collars on the filter while pulling back on the line.
They do make a tool for that as well.
Any parts store will carry them....typically.
