1984 Chevy Corvette Car will not idle below 1600

The rear thorttle body, fuel injector was replaced and the car will not idle below 1600 rpm.

I have checked for vacum leaks, Plugged ports (one at the time). One vacum line made a difference, it runs to a sensor on the firewall. When disconnected and plugged the idle drops to reasonable level. Then a few seconds latter it "corrects" and jumps back up to 1600 - 1800. The PCV valve disconnected drops it dwon when port is plugged, but it jumps back up. . THe brake vacum line doesn't affect the idle speed to any degree
I've checked for loose connections and can find none. I read that it could be the Idle Air Control Valve and to check the resistantce between the A and B connectors. It was checked and the front read at 53 and the rear throtle body valve at 58. Between the 40 - 80 that was referred to as acceptable.
I've tried to get error code from the ALDL by jumping the A and B pins. When I turn the key to on nothing flashes. Nothing at all..
In thinking that it is centered around trhe rear TBI, since that injector was replaced. The TBI has been removed fromthe car. Gaskets rechecked and the TBI re-installed. No change in idle speed. Still at 1600 or more. Any ideas?
