WHY WOULD MY VOLTS JUMP TO 17 SPURATICALLY WHILE DRIVING? OR WHAT WOULD CAUSE THE VOLTAGE REGULATOR TO NOT WORK?

This will the the voltage regulator failing, have it replaced before you cook the battery and start damaging electrical components,

Your IVR is going whack not controllling the field generation and will overcharge the battery and can explode BTDT.
