1975 Chevy Corvette heater blower motor

1975 Chevy Corvette V8 Two Wheel Drive Automatic

The blower motor will not turn off when I turn off the blower motor switch and-or the ignition switch, I have to open the hood and disconnect the blower motor relay for a second to get the blower to stop. I have replaced the relay but the problem still exists.

blower motor resistor is most likely cause for this issue if blower motor relay is tested to be good.
