Is it water or coolant
if coolant (it is green in color and has a sweet smell) check and suspect heater core
if clear in color water
and it happens after running AC or defrost
AC drain is clogged and need to be clean
its under the hood on the firewall passenger side
best to reach it is from under the car
u can use compressed air and or a shop vacuum
let me know

Check coolant
when heater on defrost does the windshield fog up ?

I do not think its the heater core !
I believe you need to clean the HVAC drain

if it happen after a rain storm check the windshield seal
check air inlet under the hood
