1994 Chevy Corsica Right rear brake locks at low spead

I have a 1994 Chevy Corsica with 150,000 miles on it. The right rear wheel locks at low speed braking,and sometimes the ABS light comes on.The rear brake shoes are new and on visual inspection everything appears mechanically fine.Is the ABS wheel sensor bad?

this is what I will do
I will scan the ABS system to identify the trouble area
check and adjust the rear brake and resurface the drums
bleed it make sure no air in system
