1993 Chevy Corsica turn signal

when i click the turn signal up or down they will not flash by themselves, when you keep clicking up or down then the signals work. i have replaced the flasher and that did not fix the problem. what could this be?

did you check all the lights? it maybe a blown bulb on both sides. This would cause the lights not to work. do the hazard lights work?
