1990 Chevy Corsica fuel filter

Can I change the fuel filter from under the car and do I need to drain the tank?

Car wont start but will fire with a spray of quick start...so no fuel...I am going to put a scope on the tbi wire to see if any pulses... the injector, fuel pump and computer have been changed. thanks

yes you can change it from under the car. hopefully all the lines will come apart. You need to first releive the fuel pressure on the fuel rail if there is any. After changing the fuel filter check for pressure ans see if you have any. you should have at least 40p.s.i. if it's a port fuel injection. if it's TBI you should have 11.
