the car sat for 3 years , it will not shift past third gear,and the speedometer will not work. The one time it shifted through overdrive, the speedometer worked correctly. Could the modulater valve be the problem?

i would check and see if the spped sensor is working as it runs the spedometer as well. If the computer doesn't read any speed it won't let it shift. It could be a modulater as well or a broken/pinched vacuum line leading to it.
