I have an 1989 Corsica 2.0L when I turn the key on to start the engine it will dump fuel into the throat.

Hello, does it do this with the injector unplugged? If it does, sounds like a faulty injector. If it doesn't check that the ground circuit to the injector isn't a constant ground. Shouldn't be grounded at all, key on, no crank.

Most likely a stuck injector (throttle body injection I assume).
See if you can find a used one (or two) at junk yard.
