2005 Chevy Colorado Low rev limit error

Engine Performance problem
2005 Chevy Colorado Four Wheel Drive Automatic 80,000 miles

Check engine light came on recently. Took the truck to have light diagnosed. Low engine rev limit error. In cold weather the rpms will drop to 400 rpm, engine will shutter and it will then automatically increase rpms to 600. This sets off the low rev limit error code. How do I stop the engine from dropping below 500 RPM? Is this a mechanical or software issue? It is 5 cylinder which has always idled rough but smooth under power.

Need to have the Idle Speed Control Motor checked.
Also need to have the engine performance components checked with a diagonstic scanner.
