2004 Chevy Cobalt What could be wrong, steering wheel shake

Here is what I know,
at 40mph the steering wheel begins to shake. Since it is power steering, it does not feel too bad.

There is a clunking noise coming from what I believe is the right front wheel area

Car is lower on the same front right side of the car.

What could this be?

Check tires
check wheel and have them balanced
check front end and springs
