1981 Chevy Citation Car will not start

Hi, I have an 81 Citation 2.5L L4 with very few miles on it. The engine will crank but wont start. Ive replaced the ignition coil/module, spark plugs and wires, starter, battery, distributor cap and rotor. Compression is fine, cant remember the exact numbers but i tested awhile ago and they were fine. Have spark and fuel leading into the carburetor. Is there anything else I should check?

Could be the valve and ignition timing off/carbuerator choke plate not opening choking off the incoming air.
